Fake Chief Secretary and equally fake doctor is real life ITI instructor

So-called Dr Henry, duped many by promising jobs; this “govt servant” has been suspended thrice and arrested four times, demanded Rs 25,000 from each ITI student promising them jobs; said their money would go towards the CM relief fund


PANJIM: An ITI (Industrial Training Institute) instructor, K Henry Daniel, who was arrested by Anti-Corruption Bureau (ACB) while demanding and accepting a bribe last week is known for notoriety in the institute at Altinho.
Henry is also not new to the Police, this being his fourth arrest and third suspension. He has not only extorted money from people assuring them government job but also posed as Principal Chief Secretary of the Government of Goa and Director and Principal of ITI at Altinho.
He was first arrested in 2002 by Bicholim Police when he was posted in Bicholim ITI and later suspended. His second suspension came in 2008 when he was arrested by Mapusa Police and third suspension in August this year when he was caught by ACB while accepting bribe of Rs 1500 for issuing admission in institute.
Henry was also arrested in 2014 by Crime Branch but was not suspended as he was released the same day on bail.
An ACB officer said that based on data analyzed after his arrest, Henry has forged a Government of Goa identity card where he has identified himself as an IAS officer and Principal Chief Secretary of Goa. He was arrested by Crime Branch in 2014 for this.
The forgery came to light when he applied for a BSNL landline and mobile connection with the forged identity card and the verification came to the State Secretariat.
Henry, who is an instructor at the ITI, is known to people as Principal and Director, is also known as Doctor Henry in Bambolim where he resides in government ‘E’ type residential quarters, an ACB officer said.
He posed as Principal of the ITI and a close friend to the Chief Minister and assured government jobs to students on the completion of their ITI course. Daniel demanded Rs 25,000 in advance from the students which he told them would go to the Chief Minister’s Relief Fund.
A senior ACB officer said that Henry has an educational institute at Guirim by the name of ‘EICS College of Paramedical Science and Technology’ which is affiliated to Vinayaka Missions University Directorate of Distance Education. Currently the institute is closed and it is learnt that Henry issued forged and bogus certificates from this institute, based on which many students got admissions and jobs.
Henry was arrested on August 5 by ACB for demanding and accepting Rs 1500 from a student seeking admission at ITI Altinho. He was in ACB custody for 20 days, and is currently out on bail.
