HC admits PIL challenging offshore casino operations

PANJIM: The High Court of Bombay at Goa on Monday admitted a PIL filed by social activist Kashinath Shetye challenging the operation of offshore casinos in River Mandovi.

The court has served notices to 17 parties, including three casino operators, the Chief Secretary, Under Secretary Home, Captain of Ports, Director of Fisheries, Ministry of Environment and Forests, Marine Police, Department of Tourism, GCZMA, GSPCB, Collector and Deputy Collector.
Petitioner has contended that none of the offshore casinos in River Mandovi have CRZ permission which is required for their operation. Shetye, in the petition, has termed the casino operations illegal. According to licenses issued to the casino operators, he said, they should be anchored 12 nautical miles from the shore.
The High Court has granted a amicus curiae to Shetye and next hearing has been fixed for October 4.
