PANAJI: A special purpose vehicle for the smart city initiative of the Corporation of the City of Panaji, called Imagine Panaji Smart City Development Ltd, has been constituted. A government notification pertaining to the same has also been issued.
The name of the SPV is subject to approval of the Registrar of Companies.
City MLA Sidharth Kunkalienkar said the SPV has been formed as per the guidelines of the Smart City Mission of the Union ministry for urban development.
“A board of directors has also been formed for the SPV as headed by a non-executive chairman – the state secretary for urban development Sudhir Mahajan,” he added.
Panaji is one of the 13 shortlisted cities in the fast-track mode of city challenge under Smart Cities Mission of the Union ministry.
The notification also states that the Goa State Infrastructure Development Corporation has been designated as the state mission directorate for management and implementation of the Smart City Mission as well as AMRUT (Atal Mission for Rejuvenation and Urban Transformation) in an efficient manner.
Daulat Hawaldar, secretary for finance, Elvis Gomes, director of urban development, Dipak Dessai, CCP commissioner, Uttam Parsekar, principal chief engineer of public works department, a representative of government of India, and Arvind Ghatkar, managing director of Economic Development Corporation are on the board of directors, while Swayandipta Pal Chaudhuri is the managing director and CEO of the SPV.
The special purpose vehicle will be a limited company incorporated under the Companies Act, 2013 at city level in which the state and the urban local body will be the promoters having 50:50 equity share holding.
The SPV will operationalise the smart city project for Panaji.
City mayor Surendra Furtado, when contacted, expressed total ignorance about the formation of the SPV.
