Govt braces itself as monsoon session begins

PANAJI: It's expected to see a few sparks fly between the treasury bench and the opposition, comprising independent MLAs, in the monsoon assembly session when it starts on Monday with the Goa assembly elections 2017 on everyone's mind.
For the last one month, the opposition has raised various issues including casinos, Siolim jetty, medium of instruction (MoI), beach cleaning, regional plans and distribution of LED bulbs.
In order to puncture the opposition's hope, the government, under public pressure, constituted an advisory panel on the MoI issue and ordered casino Deltin Caravela to shift from Ribandar to Panaji, before the start of the session.
Considering the onslaught from the opposition, the BJP has also manoeuvred to checkmate the rivals in the assembly. It is learnt that the BJP has asked their MLAs not to target their own ministers and as it would give ammunition to the opposition.
During the last four years, the opposition did not have enough issues to corner the government. But, environmentalists, activists and even Aam Aadmi Party (AAP) have put the government on the back foot in last few months. As a result, the government is chalking out strategies to counter the opposition.
The main opposition is likely to be from independent MLAs Vijai Sardesai, Rohan Khaunte, Naresh Sawal, Congress MLA Aleixo Reginaldo Lourenco, Digambar Kamat, Vishwajit Rane and unattached MLA from St Cruz Atanasio Monserrate alias 'Babush'. Sardesai, Khaunte and Sawal have already opposed the committee formed on the medium of instruction issue and said that they would bring raise it during the session.
The three-week assembly session will end on August 13. During the session, the government will have to answer over 1,600 starred and unstarred questions. Private members' resolutions will also come up for discussions. Government is likely to introduce bills to regularize illegal structures in the state and waste management. There will be general discussion on budget in the first three days, and thereafter a debate on demands.
