Bank clerk appointed as chief of State Disabilities

Appointment sanctioned by then CM Parrikar

PANJIM: Imagine a bank clerk being appointed as a Commissioner of State Disabilities Commission. Looks like a fairy tale but a fact which actually happened. The then chief minister of Goa, Manohar Parrikar, made this startling appointment after the Bhartiya Janata Party (BJP) was voted to power by the people seeking a change in 2012. This appointment could cause the party lot of embarrassment.
The shocking information was revealed after the documents were sourced under Right to Information Act. It has been learnt that Anuradha Joshi was appointed as Commissioner of Disabilities in the state on June 17, 2015 through a notification issued by Director of Social Welfare Deepali Naik.
Though the fact that Parrikar was elevated from the state politics prior to the appointment of the Commissioner but his noting on the file dated June 9, 2014 has mentioned that ‘we may appoint Anuradha Joshi as the commissioner for disability.’
However, secretary Social Welfare has made his remark after Chief Minister’s note that ‘we need to follow the proper procedure in terms of the state statute and requirements and then proceed.’
But nothing has happened as per the rules. There is no advertisement published, no qualification scrutinised and no recruitment rules were followed by the government while appointing Joshi as Commissioner of Disabilities.
According to the bio-data of Joshi she has worked as a Research Assistant in the TERI from 2000 to 2009 and she has also worked as a clerk in Bank of India for 22 years.
The appointment rules of the Commissioners say that a person shall not be qualified for appointment as a Commissioner unless he/she has special knowledge or practical experience in respect of matter relating to rehabilitation.
First of all the entire recruitment process is not followed as per norms and secondly unqualified person has been appointed a Commissioner and it is reflected through the information which was given by the Social Welfare department.
The story does not end here. The department of Social Welfare has no information of the date when Anuradha Joshi applied for the post of Goa State Commissioner for Person with Disabilities. The department does not even have the application of Mrs Joshi.
It is very clear that no advertisement was released by the department to fill the post. As per the RTI, the department has replied that the information seeking advertisement details, applications details, etc is not available with them.
